Job Description — Planning Engineer
Duty Station: Quetta
Position: Planning Engineer
Reports to: Project Director
Job Purpose
The Planning Engineer shall be responsible for planning, scheduling, monitoring and reporting of project activities, ensuring that physical and financial progress remains aligned with approved work plans, contractual milestones and project objectives. The position will provide timely management information and coordination support to facilitate effective decision-making and completion of works within stipulated timelines.
Key Responsibilities
Planning & Scheduling: Prepare, review and regularly update detailed project work plans, implementation schedules, milestones and activity-wise targets using appropriate planning software, including Primavera P6/MS Project.
Progress Monitoring: Monitor actual physical progress against approved baseline schedules, identify delays, slippages and critical activities, and recommend appropriate corrective/recovery measures.
Reporting: Prepare weekly, monthly and quarterly progress reports, dashboards, S-curves, look-ahead schedules and other management reports showing planned versus actual physical and financial progress.
Contractor/Consultant Coordination: Review contractors' work programmes and progress submissions and coordinate with consultants, field teams and contractors for timely implementation of activities.
Critical Path & Delay Analysis: Monitor critical-path activities, analyse causes and impact of delays, maintain records of schedule changes and assist management in evaluating extension-of-time and related contractual matters.
Physical & Financial Integration: Coordinate with engineering, procurement and finance sections to correlate physical progress with expenditures, commitments, procurement schedules and cash-flow requirements.
Project Documentation: Maintain updated planning records, approved/revised schedules, progress data, correspondence, photographs and other documentation necessary for monitoring and audit purposes.
Management Support: Highlight emerging bottlenecks, risks and activities requiring management intervention and provide concise recommendations to the Project Director/Project Manager.
Coordination with Field Offices: Obtain and verify progress information from project sites/field formations and undertake site visits whenever required to validate reported progress.
Meetings & Follow-up: Prepare progress presentations and briefing material for review meetings, record key planning decisions/action points and monitor their implementation.
Annual/Periodic Planning: Assist in preparation of annual work plans, procurement plans, cash-flow forecasts, revised implementation schedules and other planning documents required by the department or funding agencies.
Other Duties: Perform any other planning, monitoring and project-management assignments entrusted by the Project Director/competent authority.
Qualification & Experience
B. E. /B. Sc. Civil Engineering from an HEC-recognized university, preferably registered with PEC. A postgraduate qualification in Project Management/Construction Management would be an advantage.
Preferably 3–6 years of relevant experience in planning and monitoring of infrastructure/development projects, with practical proficiency in Primavera P6, MS Project, MS Excel and progress-reporting systems.
